If the pension insurance institution, in the course of determining your pension entitlement, establishes that you are temporarily invalid or incapable to work, i.e. there is no permanent invalidity or incapacity to work, it is the task of the health insurance institution to provide support in regaining the capacity to work.
In order to safeguard financial support during this period, the health insurance institution grants a rehabilitation allowance under the title of reduced capacity to work.
While you receive rehabilitation allowance, specially trained case managers of the WGKK support and advise you.
Who is entitled to rehabilitation allowance?
Prerequisites for entitlement to rehabilitation allowance:
- the pension insurance institution has established temporary invalidity or incapacity to work for at least six months in an official notification
- occupational rehabilitation is neither reasonable nor appropriate
- you were born after 31 December 1963
Where and how do I apply for rehabilitation allowance?
No separate application for rehabilitation allowance is required! The WGKK receives all necessary information and calculates rehabilitation allowance of its own motion.
How high is the amount of rehabilitation allowance and for how long is it payable?
Rehabilitation allowance is payable for the duration of the temporary invalidity established by the pension insurance institution.
Rehabilitation allowance is payable
- in the amount of sickness benefit and
- from the 43rd day onwards, in the amount of increased sickness benefit
- at least in the amount of the compensatory supplement for single persons if the entitled person lives in Austria.
Amount of rehabilitation allowance
From the fourth day onwards up to the 42nd day of sick leave: 50 percent of the assessment basis
From the 43rd day of sick leave onwards: 60 percent of the assessment basis
What is the assessment basis?
The assessment basis for rehabilitation allowance is that gross salary or wage on which social insurance contributions have to be paid (including all bonuses, additional allowances and overtime pay liable to social insurance contributions) that was received for the last employment, excluding self-employment. If you are or were entitled to special 13th and 14th pension payments (e.g. holiday pay and Christmas allowance), these are taken into account at an additional rate of 17 percent.
According to Income Tax legislation, rehabilitation allowance is tax-exempt up to an amount of €30 per day. If a higher rehabilitation allowance is payable, income tax at a rate of 25% has to be paid on the amount exceeding EUR 30.
Suspension of rehabilitation allowance
General entitlement to rehabilitation allowance can be suspended for certain reasons. The most important reasons are:
- if and as long salary or wage continues to be paid
- if and as long as you receive a vacation allowance or payment in lieu of vacation, or redundancy payments
- if you refuse to participate in agreed measures of rehabilitation
- if you refuse to participate in case management
Payment of rehabilitation allowance
Rehabilitation allowance is payable monthly at the end of the calendar month into a bank account of your choice.
Obligation to report
As a recipient of rehabilitation allowance, you are obliged to report any changes within two weeks:
- temporary change in residence
- change in the registered Austrian address or move abroad
- start of employment
- change in income (excluding rehabilitation allowance)
What is case management?
While you receive rehabilitation allowance, you will be supported and advised by specially trained case managers of the WGKK.
No separate application for case management is required; the case managers will contact you.
Case management is individual support and advice, tailored to the respective client, for people who due to serious illness or an accident find themselves in difficult situations. Case management aims at providing optimum assistance and in particular helping people to help themselves.
Within the case management programme, a person receiving rehabilitation allowance is contacted and invited by the case manager. In an informational discussion, the need for medical and other measures is established and an assistance plan is developed.
The resources a person has, as well as their social environment, are taken into consideration and included in the assistance plan. Finally, the case mangers check whether it was possible to fulfil all the needs for assistance.
Case managers do not interfere in medical therapies. Neither do they assume the tasks of contractual partners or aid organisations; they just act as brokers and find contact persons. What is offered is further restricted to benefits that can be approved and/or financed. Case managers, finally, have no influence on whether a benefit is approved or not.
A person’s independence and self-responsibility is not restricted in any way.
The person receiving rehabilitation allowance is obliged to participate in implementing the medical measures to regain the capacity to work. If this is not the case, rehabilitation allowance can be suspended or even withdrawn by the pension insurance institution.
Case management ends when the entitlement to rehabilitation allowance ends.
